Grants & Funding Guide

SEAI heat pump grants, explained plainly.

What you could get, whether your home qualifies and the order to do things in. SEAI decides every application. We help you understand it before you start.

Combined maximum, eligible house

€14,500

Apartments up to €11,500. Water-based heat pump systems replacing qualifying heating.

A maximum, not a guaranteed payment. Grants never exceed what you actually spend on eligible works.

Get approval before any work starts.

Apply, receive your grant offer and accept it before starting works or buying materials. Work begun before acceptance is not eligible.

The main grant

Heat pump bundle: house vs apartment

For eligible water-based systems, three supports combine into one total. These totals are the whole package, not amounts added on top of each other twice.

House

Heat pump system
up to €10,500
Necessary central heating upgrades (radiators / underfloor)
up to €2,000
Boiler scrappage
up to €2,000
Combined maximum
€14,500

Apartment

Heat pump system
up to €8,500
Necessary central heating upgrades (radiators / underfloor)
up to €1,000
Boiler scrappage
up to €2,000
Combined maximum
€11,500

Water-based heat pump types

  • Air to water

Draws heat from outdoor air and feeds radiators or underfloor heating, plus hot water. The most common choice for Irish homes.

  • Ground to water

Collects heat through pipework buried in the garden or in a borehole. Needs more space and groundworks.

  • Exhaust air to water

Recovers heat from stale air extracted from the home. Suited to very airtight homes with mechanical ventilation.

  • Water to water

Takes heat from a well, lake or other water source. Site-specific and less common.

Air to air: up to €9,500

Heats room air directly. It does not provide domestic hot water, so another hot water source is needed.

When boiler scrappage applies

The €2,000 scrappage support applies when a heat pump replaces:

  • Oil boiler replaced by a heat pump
  • Gas boiler replaced by a heat pump
  • Solid fuel heating replaced by a heat pump
  • Electric storage heating replaced by a heat pump

Other situations, such as homes without central heating, may qualify. Check SEAI's heat pump page (opens SEAI website in a new tab)

Replacing an existing heat pump?

Up to €6,500 for houses and €4,500 for apartments.

  • No central heating upgrade grant and no boiler scrappage grant with a replacement.
  • The heat pump being replaced must not have been funded by an SEAI grant.
  • Not available where a manufacturer or installer warranty covers the cost, or would have covered it but for something the applicant did or failed to do.

Does my home qualify?

The eligibility basics

SEAI makes the final decision, but these are the core conditions for a heat pump grant.

  • You own the home

You must be the owner of the property you are applying for.

  • It has an MPRN

The home needs an electricity Meter Point Reference Number (11 digits, on your electricity bill).

  • Built and occupied before 2021

For heat pump grants, the home must have been built and occupied before 2021.

  • No double funding

You cannot receive a grant twice for the same measure on the same home.

  • Capped at what you spend

The payment cannot exceed your actual eligible expenditure, whatever the maximum is.

Built before 2007

Technical assessment

Needed unless a valid BER shows a Heat Loss Indicator of 2.3 W/(K·m²) or lower, in which case you can use the self-declaration route. A €200 grant towards the assessment is available only if you also apply for the heat pump installation grant.

Built 2007 onward

Self-declaration route

You can use the self-declaration instead of a technical assessment. Self-declaration form (PDF) (opens SEAI website in a new tab)

Before you apply

Have these ready

  • Your 11-digit MPRN
  • Year the home was built and first occupied
  • Dwelling type (house or apartment)
  • The measures you are applying for (select Heat Pump System)
  • Your SEAI registered contractor's name and ID
  • Technical assessment or self-declaration, as applicable

This website never asks for your MPRN, login details or financial information. Applications are made directly with SEAI.

How it works

From application to payment

  1. 1

Check the home and get quotes

Confirm the basics, and if the home was built before 2007 arrange a technical assessment (or rely on a valid BER showing a Heat Loss Indicator of 2.3 W/(K·m²) or lower). Choose an SEAI contractor registered for the specific work and agree a written quote and contract.

  2. 2

    Apply online

Apply through the SEAI Better Energy Homes portal and select Heat Pump System. Postal applications are also possible using the homeowner application form.

  3. 3

Accept your offer within 30 days

SEAI issues a grant offer. Accept it within 30 days. Do not start works or buy materials until this is done.

  4. 4

    Complete the works

You normally have eight months from the offer issue date to finish the works, BER, paperwork and payment request. Contact SEAI early if you expect delays.

  5. 5

    Post-works BER

An independent BER assessor publishes a BER after the works. SEAI support of €50 towards the BER is normally available on your first application only.

  6. 6

    Submit payment documents

Send the Declaration of Works signed by you, your contractor and your BER assessor, plus the Request for Payment and your contractor's heat-pump design, installer sign-off and Ecodesign documentation. Tax clearance is needed if your grants exceed €10,000 in a calendar year.

  7. 7

    Payment

Payment typically takes 4 to 6 weeks after SEAI receives compliant documents, and is subject to checks and possible inspection.

Choosing a route

Three ways to fund an upgrade

Each has its own rules. Check the official details before deciding.

You manage it

Individual grants

  • You choose contractors and apply for each measure yourself.
  • You pay the contractor, then SEAI pays the grant after the works and paperwork.
  • Suits single upgrades such as a heat pump.

Managed for you

One Stop Shop

  • A registered One Stop Shop manages the whole retrofit, from assessment to completion.
  • Grants are deducted upfront from the price you pay.
  • Suits a deeper, multi-measure upgrade.

Fully funded, if eligible

Warmer Homes

  • You must own and live in the home, which must have been built and occupied before 2006, and meet SEAI's qualifying welfare-payment criteria.
  • A survey decides which upgrades suit the home. Not every upgrade, or a heat pump, is guaranteed.
  • There can be a waiting period.

Solar PV and batteries

  • Standard: solar PV up to €1,800, plus €600 for a battery of 5kWh or larger. Standard combined maximum €2,400.
  • Enhanced (welfare-linked): up to €9,000 for PV and battery, only for households meeting SEAI's criteria. Not everyone qualifies.
  • The home must have been built and occupied before 2025. Previous funding for the same measure at the property's MPRN affects eligibility; check the separate PV and battery rules.

Solar PV and batteries use a different application portal. SEAI solar PV portal (opens SEAI website in a new tab)

Questions

Common questions

Is €14,500 on top of other heat pump grants?

No. €14,500 is the combined maximum for a house: up to €10,500 for the heat pump, up to €2,000 for necessary central heating upgrades and €2,000 boiler scrappage. For apartments the combined maximum is €11,500. Payment is capped at what you actually spend on eligible works.

Can I get a grant for a new oil or gas boiler?

No. These SEAI grants support renewable heat pumps and eligible heating controls, not new fossil fuel boilers. Boiler scrappage is paid when an old boiler is replaced by a heat pump.

Can I start the work and apply afterwards?

No. Apply, get your grant offer and accept it before starting works or buying materials. Work started early is not eligible.

What about an air to air heat pump?

Air to air systems can receive up to €9,500. They heat the air in rooms but do not provide domestic hot water, so you will need another hot water source.

My home has no central heating. Can I still get scrappage?

SEAI covers other eligible situations, including some homes without central heating. Check the SEAI heat pump page for the current rules.

Do I need a technical assessment?

Homes built before 2007 need a technical assessment unless a valid BER shows a Heat Loss Indicator of 2.3 W/(K·m²) or lower. A €200 grant towards the assessment is available only if you also apply for the heat pump installation grant. Homes built from 2007 onward can use the self-declaration route.

Who decides if I qualify?

SEAI alone decides eligibility and approval. SA Heating & Plumbing can talk you through the process and quote for heat pump work, but cannot guarantee any grant.

Thinking about a heat pump?

We can talk through your home and quote for the work. The grant application itself is made by you, directly with SEAI.
